When a 70 km/h sign is placed above the start of a built-up area sign, the brown car is permitted to drive up to 70 km/h until the next junction.
Inside a built-up area the limit is 50 km/h (in the Brussels region 30 km/h, a regional rule). A speed sign at or after the start sign may allow more or less, for example 70 up to the next junction; after that junction 50 applies again. A '30' sign above the built-up-area sign means 30 in the whole area.
